Department of Public Safety Staff

The department maintains a staff of two directors and seven full-time public safety officers. The officers monitor the campus, respond to calls for assistance, and are trained in fire safety. There is at least one officer on duty at all times.

Biography

Randy is a graduate of Lincoln County High School and joined the Centre College Department of Public Safety as an office in 2001. Prior to working at Centre, Randy was a floor sub-contractor for 19 years.

Gary Bugg

Biography

Gary began working for the Department of Public Safety as a Public Safety Officer in 1987. In 1993, Gary became the Assistant to the Director and in 1996, he was promoted to Associate Director. In 2005 he was promoted to Director of Public Safety, a position he currently shares with Kevin Milby. Gary holds a B.S. in psychology from Centre College.

Rick Johnson

Biography

Rick joined Centre in 2012. Born and raised in Lexington, Kentucky, Rick is a graduate of Lafayette High School in Lexington and attended college at the University of Kentucky. Prior to coming to Centre, Rick retired after 25 years with the Division of Fire & EMS in Lexington as a Fire Captain/Paramedic. He also served as a Level One State of Kentucky Fire Instructor in the fields of EMS/Paramedic, Haz Mat Awareness, Aircraft Rescue-Firefighting, and Residential/Commerical Fire Inspections. Rick also owned a personal “Home Improvement” Business for 34 years.

Charlotte McConaha

Biography

Charlotte, a Boyle County native, joined the Department of Public Safety staff in 2000. Prior to coming to Centre, Charlotte ran her own business, Charlotte’s Errand Service for 5 years, worked in the security field for a local factory, managed the Danville Thrift Store, and spent 21 years with a local factory as a supervisor.

Kevin Milby

Biography

Kevin joined the Centre community in 1996 as Associate Director of Public Safety. In 2005 he was promoted to Director of Public Safety. He came to Centre from Berea College where he worked in the Public Safety Department for seven years. Kevin holds a B.A. in history from Berea, as well as a M.S. in criminal justice from Eastern Kentucky University.

Rubin Mosley

Biography

Rubin is a graduate of Bryan Station High School in Lexington, Kentucky. He attended Eastern Kentucky University and studied criminal justice. Prior to joining Centre College in 1997, Rubin worked in retail for 26 years and was in management at WalMart.

Biography

A Danville High School graduate, Kenny joined Centre College in 1988. Prior to working at Centre, Kenny worked for Burke’s Bakery for 14 years. He is a trained Emergency Medical Technician (EMT) and has received training from the Public Safety Academy.

Biography

Julie Camps joined Centre’s staff in 2014 as a DPS officer.

Before coming to Centre, Julie served as a paramedic and emergency services manager in central Kentucky and abroad. She also worked as a substitute teacher and instructional assistant for Danville Independent Schools.

Julie received a B.S. in psychology from Eastern Kentucky University.

Mission Statement

It is the mission of the Department of Public Safety to make every effort to provide a safe and secure environment for each student, employee, and guest of Centre College. We will strive to treat all persons equally with courtesy, consideration, and dignity.

Our Role on Campus

It is the department’s responsibility to make every reasonable effort to provide a safe living and learning environment for our students, faculty and staff. Their efforts are not limited to criminal activities but will respond to any matter involving the personal safety of someone in the Centre College community. In addition, the department ensures that the college is in compliance with safety and security related federal, state, and local laws.

Public Safety personnel do not have arrest powers. Their authority is established and defined by the administrative officers of the College. The department also performs an academic service and support role since observance of policies, rules, and regulations is part of an overall educational experience.
